Although the state will give it, it will only go according to the 2008 constitution, so it is still far from becoming a reality.
The military council is saying that it will give as many opportunities as possible to the big EAO groups that have not yet fought with it, but it is really just talking behind the scenes. After saying that it would be federal, it happened again that it would only be federal that should be owned. However, nothing practical has been done yet. His aim was to kill as much as possible to prevent the fronts from opening again. Therefore, no ethnic armed group will trust the military council.
