PJ passport holders are prohibited from changing to any other type. The PJ type is issued to workers who are going abroad. Now that workers are banned from going abroad, PJ passport holders are changing to PE (student passports) and going abroad. Therefore, PJ passport holders cannot go abroad even though they have a passport. The military commission is trying to prevent young people from going abroad.
