The military council troops that arrived in Hpakant, Kachin State, have been committing a series of brutal killings against civilians. The military council troops shot and killed civilians walking on the streets, and more than 10 civilians have been killed since the troops left. Some were shot and thrown into wells. Others were cut off and put in sacks. Some had their eyes gouged out and their faces crushed. The killings are inhumane and seem to be aimed at instilling fear in the local population. In addition, some jade mining companies have been burned and destroyed. Due to the tense military situation in Hpakant, the KIA has warned civilians not to go outside between 9 pm and 4 am, and to be aware of the dangers of the military council troops.
