As military experts have predicted, the military council has been able to mobilize new recruits and launch counterattacks against the rebel forces since April. The most visible are the military council’s offensives in Chin State, Hpakant in Kachin State, the Moe Bwe battle in Karenni State, and the retake of Nawng Cho from Taung Kham in northern Shan State. So far, these counterattacks have not achieved much success. However, the military council’s offensives have put pressure on the rebel forces. Instead of fighting the military council to eliminate it, they are using their limited resources for defensive purposes. Therefore, if there is no comprehensive strategy to defeat the military council, the rebel forces may be weakened in the long run.
