The military council has been using paratroopers to attack areas controlled by the rebel forces. Paratroopers are not used in the fighting because they are ineffective, so they are used to attack civilians from the air. They are used to attack civilian targets in central Burma, especially in the EAO areas. These paratroopers have caused a series of civilian deaths in Sagaing and Magway Divisions. Since these are areas controlled by the PDF, they are not yet available to be dropped. Paratroopers, which are much cheaper than aircraft and helicopters, can be used widely by the military council in the future, so ways to counter this should be found now.
