The military council is creating a problem of ethnic hatred between Rakhine and Rohingya in Rakhine state. The Rohingya are given military training and are being used in battles with the AA. They are spreading propaganda that if Rohingyas die in the fighting, they kill Rakhines. The military council gave them an incentive to allow them to receive citizenship if they agreed to fight. The Rohingyas believe in the incentives given by the military council regardless of the point.
On the other hand, they spread propaganda that the rebels burned Buthidaung town and killed the Rohingya. The military council is fighting the Rakhine and Rohingya to ease their losses because they are losing heavily in Rakhine State.
