If we consider the law that allows civilians to bear arms, it is beneficial and un-beneficial for the revolution. The purpose of the military council was to reduce the need for soldiers to provide security in the big cities, so they allowed those close to them to take up arms and take security. Of course, the military council will not allow anyone who applies for a license to carry it. Those who are allowed to bear arms will probably be the ones who depended on the military in the first place. Because they have weapons in their hands, they can bully the environment and do whatever they want. Anarchy may be committed. People can become more helpless.
On the other hand, if you think about it, when the revolutionary forces, including urban and underground revolutionary organizations, lack weapons, there are opportunities to easily obtain weapons from those who are allowed to bear arms. Because of that law, we have to continue to see which side will benefit the most in practice.
