A law allowing civilians to bear arms was enacted by the military council these days. Under that law, anyone can apply for a license and each person is allowed to hold up to three weapons (guns). There is also a restriction that the holders must serve in the military if necessary. In essence, the military council was working to gather army reserve forces from among their supporters. According to that law, Pyu Saw Htee had the right to legally bear arms. In addition to this, the district administrators who cannot be provided security by the military, allowing government employees (military servents) to bear arms at their own expense, then forcing them to take responsibility for their own security. Unable to control the entire country, the military council was helpless and began to use their last weapons.
