The military council has offered the traditional armed groups to negotiate a cease-fire for the second time. The first time, none of the large EAO teams that were actually fighting on the ground attended. This time it was the same. Among the big groups, only the RCSS UWSA, Wa group and the Northern Myla group, which had a truce with the military council, attended again. Because the RCSS has military tensions with other armed groups in Shan state, it has returned to the military council for its own benefit, and the other two groups have come to explicitly ask for their own territory at this time. Among them, the most powerful Wa group was killed by the military council to reach the state level. Although the state will give it, it will only go according to the 2008 constitution, so it is still far from becoming a reality.

The military council is saying that it will give as many opportunities as possible to the big EAO groups that have not yet fought with it, but it is really just talking behind the scenes. After saying that it would be federal, it happened again that it would only be federal that should be owned. However, nothing practical has been done yet. His aim was to kill as much as possible to prevent the fronts from opening again. Therefore, no ethnic armed group will trust the military council.

At this time, the NUG side should release a specific road map regarding federal affairs. Based on that roadmap, EAOs will be more attractive. I just have to say, in fact, the NUG is blind to federal issues.
