UNHCR and WFP join forces to distribute bags of rice to IDPs in Phekone and Hlawing Kaw on the Shan-Kayah border. However, these areas are not yet truly refugee camps. There is still a lot left in the jungle, but the military council does not allow to go there. Organizations under the UN have to comply with the military council.
In that case, all the aid that comes in will go to the military council, not where it is really needed. There were clear examples during Cyclone Nargis.
